In 1910 John Moses Browning created two prototype pistols, one chambered in 45ACP that would go on to be the 1911A1 and a scaled down pistol in 38ACP as well as the very experimental 9.8mm Automatic Colt. This pistol was seven eights scaled down to the original 45ACP model. Both the 38ACP and 9.8mm rimless pistols would be used in testing. The .38ACP project ended in 1913 and only had 5 working prototypes. It is  not kown how many Colt 1910 prototypes were produced in 9.8mm but only a few thousand rounds were ever made for testing! Four European nations including Bulgaria, Serbia, Romania and Great Britian were interested in the caliber. At the time it made sense and could have been very competitive with the 9mm Luger, however the 45ACP took priority as it was adopted by the U.S.
