This is a pair of U.S. Army M1938 Canvas Leggings aka Gaiters.  These appear original WWII issue but a date can’t be found in the faded labeling.  These are Size 3  in khaki canvas.

These leggings are in very good condition.  There is some fraying at the bottom on both.  The stitching is solid on both.  There are minor stains and wear on both.  Laces are good but one is missing the aglet.
